You can either remove a lower stem to encourage upper growth or remove a stem if it is growing out of shape with the rest of the plant. I always cut it all the way down to the main stem/trunk, but you can trim it to any length and it will still generate new branches.

As previously said, you can top the plant by cutting the main stem/trunk to the required height using a good sharp knife. It won’t become any taller than the cut, but it will foster new branches near the top of the new tip.
Don’t worry about overpruning or injuring a dracaena marginata; it’s a hardy plant that’s simple to care for.
Repotting: Repotting should be done every two to three years. If they become root-bound, their growth will be exceedingly slow. You can inspect the bottom of the pot for roots coming through the drainage holes to discover if the plant is root bound.
To repot, start by getting a new pot that is 1 to 3 inches wider than the present one. Lean the container on its side, carefully grasping the plant’s stem, and try to ease it out. To get the plant to come out, tap the bottom of the pot or press and squeeze the sides of the container (only plastic pots).
Remove as much old soil as possible from the roots and inspect for any unhealthy roots (also remove them). Loosen all of the roots so that they hang down instead of spiraling around (spiralling around is a sign the plant has become root bound).
Fill the pot with enough potting mix to keep the plant at the same level as it was previously. Cover the plant’s outer edges in the pot to at least a couple of cm below the top of the pot. For this plant, an all-purpose potting mix will suffice.
